(time, money, organizational traditions, prior commitments, external realities, legal etc.) d. what are the available resources (time, money, people, existing relationships, power) e. should others be involved (in problem definition, data collection, generating alternatives, implementing solutions, monitoring and assessing realities) try to find their strategies(focus on the risk management) and also find out the new strategies.
